They tried in 2021.
1) There was no process to recall the mayor. It didn't exist at the time.
2) So they held a referendum/ballot of the citizens to vote to create a process to remove the mayor.
3) On that same referendum/ballot, was a vote to keep or recall the mayor.
4) Since #1 didn't exist in advance of #3, the votes to remove the mayor were invalid.
The court ruled that #1 has to exist and be on the books first. Then, in a separate referendum later, #3 cold take place and count. The time it would take to do the process correctly would last into late 2024 early 2025. By then, her term would be up.

In Texas, a liberal news agency outed the Mayor of Alpine texas and it's Sherif for possesing many pounds of Cannabis. Which is both state felony and federal felony. But no one did anything.
