The landlord should file for an emergency hearing and present her arguments to the court A: being denied entry for any scheduled maintenance checks, B: unauthorized changes to locks as to prohibit these checks, and non payment of rent, C: Because she holds public office doesn't mean she is exempt. I think that the mayor needs to step up, and pay her bills, do the right thing, she's not privileged.
