I had the same issue after using a brand new clarifier for about a year. The quartz sleeve just had dark yellow built-up like this one. Since the video didn't really tell how to clean it, I may add my experience to share with you by text if it helps. After doing quite a lot of studies, the best way is to use kitchen paper towels damped with vinegar and then wrapped around onto quartz sleeve for at least 30 minutes. Take care of hard object nearby where you do the work. Do not break the quartz sleeve which is expensive. Also, for your own safety, wear rubber gloves.
