I’m not sure who you’re sending to, but every festival, producer or collaborator is different. Just ask them what they prefer. I never send unsolicited material.
Is a pitch deck like it's own separate web page that you send to others, in a email? Where they can go and hit links to hear all this stuff interactive style??

Here lately I’ve been working on Canva and sharing the link that way. But you can use anything; shareable PDF, Milanote Link, Canva link, PowePoint, or even upload the presentation to your website and share the link that way. All are doable! Hope that helps!

at first we have to send SYNOPSIS on word file or Should send complete pitch deck? I mean after selection they ask for pitch deck or not ?

It can be. Or it can be a pdf file that you send to someone.

Will your application work with Open Office?
I’m not familiar with that software, but if it can read PowerPoint or keynote files, it should work.
