    Sharing some things I encountered during this stage of construction:
    1. There are some OBO who requires the signatories on "person in charge of installation" to be the same as the designing engineer / architect
    2. The designing architect / engineer is then sometimes left with no choice but to sign (thus absolving the contractor of some of his liabilities)
    3. It has then became "standard procedure" for these Architects and engineers to charge a fee for signing these post-construction certificates needed to secure the Certificate of Occupancy.

    In Singapore, the hiring of a separate supervising professional for architectural works and engineering works is required based on the size of project. For small projects, an engineer or architect who is knowledgeable to both works are accepted.

      Ito ang dapat mabago sa sistema, ang tamang pagpapatupad ng batas. So in my case here, I make it very clear sa client kung kasama o hindi ang full time supervision in order to charge them separately. We need to educate our clients otherwise tayo ang malulugi 😊.

    Hello Mestro just a comfirmation lang. Yung building permit nakuha nman before construction. But cert of occupancy ndi nakuha. Meron kc nkalagay sa NBCP that building designed by civil engr/architect have liabilities of 15 years? What is you comment po

    If I my, when there’s a deviation of the construction from the plans, specs and general conditions without the consent of the designer, the independent engineer/arch hired by the owner must be liable and not approve the deviated work done by the contractor. In effect the designer is not liable in negligence but the independent engineer, the designer should make it clear and defined this indemnification in such cases.
    A simple contracting relationship must be established who is who, like an Owner hired a designer for AE. For a large commercial buildings, roads bridge and Tunnels normally the owner hired a CM construction manager @5-15% to manage in behalf of the owner the designer and the builder! In the case of building a house an independent Engineer/Arch should act like CM. The CM is the point of contact..

    Hi Sir. 1st time ko makapanuod ng video nio and napakahelpful po. Ask ko na din lang po about sa signing and sealing ng As-built plan. In my case po may papadesign yung parents ko na plan ng commercial establishment nila and ako na rin po ang pinapafulltime supervision sa site. Ok lang po ba na ako lang ang magsisign and seal ng As-built and no contractor po kasi. Recent board passer lang po. Salamat po sa sagot and more power Maestro.

    Anu. Po. B un. Arkitek need po n dapat 2 sila mag su supervise sa pagtatayo Ng bahay.. O kahit si Arkitek lng. Po mag supervise is ok na.. Panu. Po. Yung structural design nun. Alam. N din. Po. B ni ARKITEK un i supervise pati ung mga tamang sukat at distanya ng mga bakal na gagawin ng mga skill worker alam din po b un. Ni arkitek..

Ang storya ay noong naapprove na ang building permit, hindi ininform si design professional na naka sign and seal sa full time supervisor na nag start na pala ang construction hanggang matapos ang project.     Hi Maestro! What if nagkaroon ng failure ang isang structure (worst struct'l failure) Liable pa rin ba Ang archt. Designer? as per Civil Code? or structural engr. lang. Ano nman ang liability ng mga designers (AR, CE, EE, ME, SE/RMP?) who signed and sealed the plans and OBO team who approved the plans. Kindly explain maestro

      In designing, who signed and seal the plans.. 15 years and liability. At lahat ng professionals who designed and signed and sealed are all liable.

    Sir the architect and engineers who prepared the design of the project and the Owner took another architect or engineer to take the supervision,. Who will take care with the liabilities of the designers?

      Both of them is SOLIDARILY liable. However, thes will depend in the outcome of the circumstances... If the design by Architect of Record were not followed by the one inchrahe of construction, then the designer will be relieved of the liability if it will found that the collapse of the building is not base aa a result to the errors in plans he or sge designs, but because of the alterations of the in charge of Construction without his or her knowledge.

Kunwari po ang logbook po ng unang supervisor e nawala nya then ung second supervisor po gumawa ng logbook, bale for example ininvent na nya ung pagawa ng logbook nung unang supervisor, forgery ba un? Kung forgery ba ung nagpirma ng logbook ba ang liable khit iba nagsulat sa logbook? Pag asbuilt ho ba ganun din? Sino po magsasampa ng case building official? Tnx maestro

      There is no problem if the project leader is an architect ir engineer, as long tgey will not be use as dummy for the company practice a profession of design since the main work of a contractor is to build and not to design.

Sa ngayon po ang budget namin ay pang ground floor palang then later on na lang gagawin yung itaas... possible po ba na maissuehan ako ng certificate of occupancy kung hindi pa totally tapos yung bahay?       Look for any architectural firm in your area. Under civil service rules, government emploeyees shall not be allowed to engege in private practice .
