Octave mandolin/Irish bouzouki is very close (just short one low D), and they have a very similar sound ;) (Authentic cittern replicas are hard to find often requiring a custom build)
The Portuguese Guitar is something like a 12-string guitar or a bouzouki in that the lower pairs of string are set up as octaves, which contributes to that "jangly" tone. If a cittern could be set up that way (which might necessitate a new nut) it might work. As a fan of fado and the Portuguese Guitar myself, I've wondered the same thing. I ended up getting a twelve-string guitar and capoing it at the seventh fret to approximate that sound.
