if you go into your task manager whilst the game is open and click on the performance you'll get a list click on each one going down in view mode and speed each item up that makes a vast improvement

It works for me, no more stuttering issues :) Although the fps drops at some times, but I already know what it's from. I just need to put more ram and it will be fine

Your Ram is 8gb but it is only 3.5 available so that it is freezing
I don't have solution though but you can search how to fix it
