      I don't know about other organisation... I work in (cpse psu, not naming it to raise concerns ) and work progress is fastest in India .visit any project or any site you can see by yourself. Recently even suprem court of India asked to finish the incomplete work because private company ran away with people's money. It get audited by CAG, earns profit every year, gives dividend to government and gets outstanding rating by government...
      Yes I would agree many a times government prosess is slow. But sometimes you should also cover how tenders is alloted in government specially infrastructure projects for any project of over 100 cr, how much money goes in party fund, how before any election GM and CGMs are forced to allocate money to mantri ji election rally(ever wondered who arranges mega rallies of mantriji?) and then you cry about corruption. Who is making funding to electoral bonds should also be covered.
      Government employees are easy target..because they cannot file defamation case on you like reliance or tata would have done if had expressed same kind of views for them.
      yes few are corrupt and non preforming, and government should change permotion policy for that , and let me assure you they will never do because they themselves promote "chatukarita". If you ever do ground reporting you will find in 9/10 cases it's always the honest and hard working person who gets promoted last or gets transferred.
      Never forget these are the government officials be it IAS/IPS doctors engineers who worked for 16-18 hours a day when whole India was closed in lockdown.
      Government doctors are sacrificeig everything from last 6-8 months only for people of this country.... Sometimes cover that too!

      @A- K my friend I have worked in contract section for 3 years. I wish I was allowed to tell you in full length how contracts are awarded for any government projects......there is not a single project which gets awarded to any contactor by not contributing 5-10% before even starting of project to so called party fund, then comes election really and visit of minsters costing upto 10-15% to contactor to compansate that you have to comprise with quality and if you say something you Get transferred, demoted or departmental enquiries.
      So tell me who is cause of problem?
      Government employees or mantri ji?

      @@metroman9231 agreed but 9 years for this building is still not justified and nitin gadkari was specific about NHAI not other PSU. Other PSUs is a big basket where both employee and shareholders are rewarded as well as slapped as per their work.

      Just for starters and for anyone who is qurious to know how government and mantri ji works try googling about J KUMAR who was once black listed by BMC for its bad quality of project now have more then 30k cr projects of Mumbai metro. Then keep on wondering how this happend! 🤐

      Gadkari is one of the best road transport ministers in the history of India. The number of kilometers of National Highways being built in the last 6 years is truly huge & phenomenal. He has also sanctioned huge number of national highways & flyovers for many states.

    I've seen poor people visiting government offices from long distances, many times and then treated like vermin. Babus are not in the least bothered about the horrendous harrassment meted out to the poor.
    Babus are not only slow, they are a national waste of time and money. Gadkari is absolutely right.

    Even though I m a govt servant I completely agree with mr. Gadkari. There is a lot of time and money wasted in process in govt departments. The reason for this are:
    1. Indecisiveness of higher officials.
    2. No acknowledgement for robust employee as promotions are fixed as per recruitment year batch.
    3. Further in appraisal report, marks are given more on the basis of flattery rather than actual performance of employee.
    4. All the above things make even a robust and enthusiast men lethargic after 4-5 years of service.

      Although Mr. Gadkari says what needs to be said, he simply shift the blame to Govt. employee rather to Govt. itself. As a govt employee myself, I know this. It's not what needs to be done but rather what's rule said how it should be done. There are such lame, long and bogus rules that needs to be followed. To buy anything, pencile or plane, still govt. deptt. needs quotations from different suppliers and chose only the lowest one and not the best one. No one stopping Mr. Gadkari from still fixing accountability, but those GMs, CGMs follow rules and can't be held. When things goes wrong, first thing that came out is rule book, and if that's not followed, no minister will save you, no matter if you choose the one who works for lesser rates or the one which saves public money. If tender or fresh tender not floated, concerned officer is accountable.
      If you want to retain talent of IITs, pay for it. When you are not willing to pay for someone's talent, you will get only what he would give for mirage pays. Take the remuneration difference between the chairmen that of HDFC and ICICI to that of SBI. Mr. Gadkari is a cabinet minister, and can bring about the changes that needs to be to put Country on path to growth, but till then, it's not good to thrash employees who were given rulebook very first day and made to swear it everyday.

      Tell me a case wherein a bureaucrat has been sacked and I will show you a cup of boiling icecream! Mediocre ones - and most of them fit this category - exhibit infantile dependency and never allow themselves to become adults. All NG says, and rightfully so, that rules need to be applied flexibly, instead of being stalked by imagined fear, take charge and work towards results rather than maintaining status quo. Only a small percentage of really efficient and effective ones get some results for successive governments.

      See, the problem isn't people who are now coming into the IAS, problem is with people who have sat in positions for more than 20-30 years, who get promotions without doing anything. That's why you see so many IAS officers leaving service these days. People who work properly when they are at the ground level, get transferred multiple times and don't get good ministries at centre. People who go along with the flow and sit on projects eventually get good positions but don't have the guts to do anything proactively. It's not the people who are at fault here. It's the system. Politicians and bureaucrats alike. If an honest bureaucrat was given his due, he would always dare to take proactive steps. But the system we have today, facilitates nalayaks and disincentivizes proactive people.

    The bogibeel bridge in Assam over river Brahmaputra is the longest rail and road bridge in whole india , the construction was sanction atal ji in 2002 and in 14years govt (mostly UPA) completed only 35% of the construction.
    Then came NG ,and he completed the rest 60% in 2 years .
    I know this story because my home is just 5 km away from this bridge

      Your home is 5km away from the bridge yet you don't know that it was Deve Gowda who sanctioned the bridge? Then came bjp govt under Atal Behari Vajpayee, nothing was done, UPA came nothing came of it. Yes the present government completed the bridge, but let's see what the quality of the construction is with time. There are numerous examples of constructions under the present government being low of quality.

    Yesterday I went to SBI to open an account it was 2pm. I waited till 3.30 still their lunch was not completed. Then at 3.30 i went up and go to the nearest HDFC branch and before 4pm my account was opened. shame to this govt job holders.

    The Government should hire from Govt. owned management schools like IIMs, IIFT etc. to hire real managers who have a fire in their belly to do something significant with their lives.

      They do. Modi asked DRDO head Dr.Reddy to workout ways to recruit them. They've come up with young scientist laboratories for people under 35 with full director level authority and powers. The Mumbai lab does quantum computing. There are a total of 4 in the country as of now with bright souls from IITs.

    The same is happenig with every project.
    Atal Tunnel, Boghibeel Bridge, Zojila Tunnel, Udhampur Katra Railway line all started in 1990 but not all have been completed. The same will happen with Bullet Train and reason for sucess of China is that it plans for 30 years to come not like us where government changes every 5 years.

I am not complaining about democracy which is better any day compared to communism but our processes are just not good enough for progress forget faster progress. We are used to high command structure and high command keeps postponing decisions and every delay costs citizens. Every retendering ends up in higher costs but officials get their cut. Sad story.

    This is one of the best speeches by any Indian Minister and I could feel his anger. I hope things change for good now, we cannot tackle any other country when we have such inefficient people working (rather not working). One important step is remove Caste based reservation completely.

    India Needs Administrative reforms more than economic reforms. Our Beuoracracy needs to be overhauled. In Chinese bureaucracy bureaucrats get promoted on Meritocracy and not on seniority and responsibility is fixed for failure.

      True no matter how much we criticize them, their infrastructure and manufacturing has overtaken the whole world in last decade, no matter what the results speak for themselves, their roads 6 to 8 lanes, even japan took 2 days to finish filling a massive hole done by the tsunamis, whereas our take so much of time even though we hardly have any natural disasters.
