I've made a theory about this, but I have the suspicion that when it came to Duck's 2013 Take-n-Play model as well as Toad's in 2014, the reason why their faces were sampled from their Take Along counterparts despite their packaging utilizing their CGI promos is because the models themselves were likely produced first; based on the coding on the bottom of the chassis, they were likely produced the year prior to the announcement of their return to the series. I bet that around the time they were ready to start releasing these in stores, that had only gotten word of Duck and Toad's return to the series and were given access (I don't know how stuff like this works for Thomas merchandise packaging) to their CGI promos. But because of how late into the game they were given the promos, it would be too costly for them to go back and redesign the faces, so they opted to keep the faces as is but at the very least, change out the promos which likely were model series promos at first, with their new CGI ones.

Plus this doesn’t exactly mean he is safe from being out of character, I mean this is AEG we’re talking about, Mattel doesn’t care about Thomas’s history or these characters, they’ve most likely brought them back just to satisfy the older fans who still care about AEG and because Rick Suvalle was interested in bringing back Duck. I’m allowed have my doubts.
You're really missing some points. 1. Most of the adult characters are side characters most of the time 2. Duck and the Caledonian Twins weren't brought back to satisfy fans, since there was over 60-70 characters in the CGI Eras, and now there are less than 30 characters, who are given the opportunity for merchandising. 3. Rick Suvalle had interest in both Toby and Duck (despite Toby being brought back, without his involvement) and the Scottish Brothers could provide some national representation like Yong Bao and Ashima have had. If we keep this disclosure up, it'll fill up the whole comment section up and down.

Duck is one of the few diecast engines to have all good models which is definitely nice to see. My favourite is probably Take N Play
