It's the Heleus Defender Armor, you can research it under the Heleus Technology tab. I think that one is leveled up to about 7 or 8. I can't remember though if it available on the first play through or if it opens up by doing a New Game + and importing a completed game.
think it's a new armour with an update as it definately wasn't there when i got the game release date haha (yeh yeh i'm 5 months late to replying to this haha)
