    This does make sense however my question is this - if it’s been agreed that the learner wants responsibility for looking ahead and assessing hazards, is the instructor still expected to say something like, “…..what’s happening up ahead” when a potential hazard appears? This has never been answered in the multiple videos I have asked this in!

      I would expect instructor to intervene if they thought it necessary ( for example pupil preparing later than expected)
      But if all going according to plan there should be no need for anything other than observing learner actions as agreed
