    The elephant in the room is that standards are not improving since 2017, neither for learners nor for PDI Part 3.
    The changes to the Standards Check move things in the right direction, but Driving Schools are kidding themselves if they believe that they are really offering anything different from before if they construct a lesson offer that is based around pupils' pre-lesson induction or informational videos on a particular driving topic. If the pupil does their "homework" they will have already inculcated that there is a "right" way to do something; the opportunity to explore a personalized response to learning driving is therefore controlled (as before) by an instruction 'top down' approach. These are usually so dry and (where workbook provided) tiresome that pupils usually substitute with yt, tt, or school of m&d.
    Furthermore, because of the bane of low wages and high costs many instructors stay or teach within a limited geographical area; worse if they insist on a pupil travelling to their circuit; where is the challenge to the instructor? We all remember Mr H who could only teach Macbeth well and never went to the theatre. To be truly CCL the lesson has to fit the geography of the learner - the route to work, school, the station, etc; and of course the test center. Most do this but not, apparently, those with a 'waiting list'.
    So why hasn't the DVSA cracked it this time? Mainly because of the mistaken belief that lessons before 2017 were not CCL. I remember my lessons vividly and they were very CCL, way back in 1989! The reality of any test that DVSA devise is that people will attempt to learn how to pass it, regardless of how they drive or how they teach outwith the test. Ultimately, the DVSA do not offer the learner nor the instructor an assessment that is client centered; it's a 'one-size fits' approach where the instructor who might be crap at taking exams has to mug up and jump through the hoops; a 40 minute assessment every 4 yrs or so is an appalling way to judge professional competence as is a 40 minute test available every 6 months to judge the ability to drive.
    There's nothing very new about CCL in driving; teaching success has always been about involving the pupil; "hard facts" was always a caricature of poor teaching technique, never usually a reality.
    Unfortunately the DVSA do not help any cause they partake by shielding their activity from the level of scrutiny they inflict on the profession. Challenge a driving test result? You can't. Challenge a failed standards check? You can't. Examiners are not robotic, nor do they all have the same level of knowledge or background. Or, expertise and judgment. Survey the stakeholders; ignore the results! Who examines the examiners ... they do!
    Hence the current mishmash.
    The results speak for themselves.

      Darren Qualified and not long after passed his ORDIT exam.
