The power is stated in the constitution that only federal government can declare war and coin money. what happens if the federal gov cuts off the money to the state and the initiator who want the independence are jailed?
No they can't, that my friend which you are describing is civil war. The Federal government is created by the Constitution. A state wanting independence is wanting to take federal government powers listed in the Constitution and thus trying to separate from the Fed. Gov. and the Constitution.

The power to regulate food and drugs is not part of the Constitution. That's also why, when Prohibition (the banning of alcohol) took place in the 1920s, the only way to enact it was a Constitutional amendment because otherwise, Federal banning of alcohol would be unconstitutional.
