@ the stats showed he is, what’s your criteria of a super star? If Tucker is not, I don’t think Soto is also whose stats is just a tiny better without WS ring, no MVP. Tucker is a top 10 hitter, which I think that’s good enough for a superstar, other wise you are asking for a hall of famer??
They sign Tucker not because they are ready to go all in !!! They sign him is based on their plan , which is to challenge the title in 2027 team talent wise. 25 and 26 is to put team in playoff position while continue improving and developing, if we got lucky, we could surprise in postseason. But not go all in to win! Because the trade off here is too small, it is like gambling! You don’t run an org gambling with very small odds.

Starting 2021 summer the rebuild starts, 22-24 are years developing and positioning, 25-26 are years to starting winning, and 2027 is the year to start go all in! You can see that plan from the salaries they gave out easily. The problem is in 2023, they got very lucky with Cody and Gomes. That made people had false optimism immaturely. And then 24 reality sets in that developing takes time (PCA, Amara, Busch, Assad, Wick, Brown etc). This year they got Tucker which further proved my guess. They paid Swanson cause there is no SS in the pipe line, they got Tucker( I bet they will pay him) cause he is the superstar ( you need 2-3 to win WS, cause one of them will most likely not play to that level) .
No !! They will not ! And they should not when you only have a less than 1% chance to win based on the Dodgers and Mets this year, with your top young talents have not been officially graduated yet. Do not go all in every year! You will end up worse in future and keeps rebuilding/retooling every few years! Because you are not Yankees and Dodgers and the owner of Mets!
Maybe the cubs fans should stay away from the ballpark until rickets put some quality players on the field . As long as the fans keep packing the ballpark Tom isn’t going to spend any more than he has to.
