This works in PS CS6 also, although it's very unwieldy and destructive. You need to prep your displacement image manually, same way - blur, desat, save as PS file. Then go to Distort, Displace, do your settings, click OK - and PS will prompt you to load your displacement image. Then you hope for the best. If it looks bad you have to undo and repeat the process and change our settings. Pain in the ass, but it's doable.
