@@ArkhamChronicle I guess I meant event or assets - what I mean is do Monsters always hit what their card says (damage/horror) or can you deflect it? I guess that is what evasion is for?
Question, if you draw an enemy during the mythos phase and you fight it, does that discount from your 3 actions on the investigation phase? Similarly, is performing a skill test during mythos phase does count as actions too?
You don't fight enemies on the Mythos Phase. They just automatically attack you. So no actions are used. Skill tests are not actions. An action may involve performing a skill test. Hope that helps.
Hey Badger Man. Any card with the word “exhaust” on it gets exhausted when you use it, and then readies in the Upkeep Phase. Have a close look at the cards we ready at 02.35 All require you exhaust them when you use them. It’s why we chose then for our example.
From what I understand, the players decide turn order so no, the LI does not always go first. EDIT: Unless you are referring to drawing an encounter card, in which case yes, the LI does always go first.
1.4 Each investigator draws 1 encounter card. In player order, each investigator draws the top card of the encounter deck, resolves any revelation abilities on the card, and follows the instructions below based on the card’s type. That means it doesn't matter who is LI. That function is only valid for cards and adventure reference where LI take some role ar is target for some triggers.

Skill cards are only committed to Skill Tests.
