    Change Management is a subset of Configuration Management. The CM Plan should cover approval authorities, roles and responsibilities, and what SOPs describe the Change Management process.

    So the all Changes must be applied on projects only, and on operations level will be Configuration Requests

    Thanks for explaining this. However when would you NOT submit a change request? Of customer requests a change how do you know whether or not its appropriate to submit a request?
