In the 17th Century Dunkerque was part of the Spanish Netherlands (now Belgium), and it was a centre of privateering. Its local privateers worked for the Spanish and mostly targeted French ships. This period ended when the French conquered the city in the 1650's. The song is in Dutch because that's the language that was historically spoken in Dunkerque (Duinkerken).
Duinkerken is one of the last towns in the French Netherlands that remain to speak Dutch. Thanks to France's language policy since the Republic. But now they are teaching in Dutch tho
