According to legends, the 15 mil Teemo lost his lover to a car accident and she said she loved Teemo, so he played Teemo exclusively ever since. He used to play Zyra and Malphite I think
can confirm this is a different teemo and that teemo is said to be a rumour. I looked into it before blatantly insulting them for playing so much teemo xd

Some Rioters said that Vex should've had the ability to slow down projectiles speed but they ended up scrapping the idea due to mechanical problems (also the reason why she was delayed) and cause all her kit revolved around that projectile slowing, they had to completly change her kit. That's probably why her kit is so simple and not 200 years like every champion we got this year.
