You cannot force Kashmiris to accept things and then expect that they harbour favourable feelings towards India and Indians. This is similar to Hong Kong, at the time that China respected Hong Kong's autonomy, more Hong Kongers identified themselves as Chinese citizens
If you truly want Kashmir to be a part of India, then you'll have to respect what Kashmiris want, it may not be in your favour but it's what they want. If you coerce them into doing things then how does it make a country like India different from China? Do we not have a rule of law?

The choice of words by Sibbal is very smartly used to break India, Like "Union of India".
What to expect from Congressians.
I am also against congress but in court of law, cases are referred to as X Vs Union of India. Union of India typically means central govt. in the language of law. There is nothing wrong in it. You can search google and other cases too where central govt are parties to the cases. Central govt in court are referred to as union of india
I don't really care about Sibbal or what he stands for, but please educate yourself before accusing anyone for that matter. Our very own Constitution states in Article 1 that "India, that is Bharat, shall be a Union of States." Article 300 also refers to cases against the government of India as 'union of India', which you can see in most criminal cases.
There is something called court language. If you go to a Punjabi medium school, they will use Punjabi words or Telugu words to teach? Same applies to court. It has its own decorum and conduct. If you don’t agree with this, you can form your own country and through the Indian constitution in the trash.

This is how democracy works.
Referendum is only chosen when the parliament is unable to take a decision. So the lawmakers decide to give the decision to people directly. But in India it's not like that , parliament can pass resolutions

Instead they do a lot of false advertising and stupid campaigning to dumb down the voters and making them vote for the decision they want by lying to them about their choice. In the first place, Mr. Kapil Sibal and Congress Party are mentally not prepared to accept Kashmir is an integral part of India. According to them It is a separate Nation, and Indian Government have no right to interfere in its Special Powers it has got under Article 370. But its security, peoples' welfare and everything to be taken care of by the Indian Government, with the money it collects from its citizens across the Country. For the last 7 Decades the Government might have spent several thousands of crores, sacrificed several hundreds of soldiers to keep intact of Kashmir's existance. After normalcy has been slowly being restored and the people of Kashmir are reaping the benefits of peaceful life, and integrating themselves with other regions people, some people are still provocating Kashmiris, that they are far superior than Indian Citizens and by birth have the luxury of enjoying the resources forever at the cost of the Nation.

When a client wants a lawyer to argue too much out of which mostly are superficial and not to the point, then he or she may jolly well engage him.
