    I don't know why you wouldn't just level Z to datum cylinder A and then origin XY to it?
    By levelling to datum A you would constrain x & y rotation leaving just Z rotational and Z origin.
    This could then be completed by creating a Z origin on the top plane and then take a point at say the 6 o clock position, construct a 2D line from the cylinder axis to that point and then rotate your alignment to that line to constrain the Z rotational.

      Create two different size circles, the create a line from those circles and level to that for more accuracy.

    Drawing requires no rotation. I would have placed the part running running along either y or x axis. Start point program would be used.

    These are nothing but a money racket! You can measure most parts by hand with quality measuring equipment by the time you have this thing set up, if you can get it done lol
