He does have character development. At first he hated the fact that his own grandpa vanished his own son which is Laxus father out of fairy tail and he's angry the fact he does that to his own flash and blood. Laxus didn't understand how messed up his father is cause how much he would rather let his own comrades got hurt . After he used the fairy law which the type of magic can only be activated if the users think the other components as their enemy. When he activated it , nothing happened cause it shows how much he cares deeply on the inside for the guild .
Laxus scene is so perfect. Makarovs should have died, his sacrifíce for his little children eaa só beautiful and was ruined when he was ressurrected. But on the same time, this scene of Laxus openly crying in front of everyone in relief that his grandpa was alive was so beautiful. His character came full circle in that moment, for loving his granpa, to be angry and resent him for years after his familiar problems, to openly forgive him and cry in relief of him being alive. Só beautiful man 😢
Makarov coming back to life just really took the emotion out of his attack...it would've been great development to the story to either have Mira, Laxus, Erza, or Gildarts have to step up into the role...honestly they could've done a while arc on trying to choose a new master

By purging this part using his powers, he is completely eradicating the Etherious, leaving Natsu Dragneel. Although many of us wanted to see what Natsu could truly do as an Etherious, or if there was even a complete transformation like Mard Geer and the other members of Tartarus, it was sealed away forever. Even if Natsu is a demon now, he is his own man and not a pawn/creation of his brother Zeref.
I don't really care whether that's true or not, what I want to know is this: So Grey, Happy & Lucy KNEW E.N.D. *IS* Natsu and once he arrives, Lucy is like "oh hey, you're okay" and NONE OF THEM EVEN TELL HIM THAT THEY *KNOW* WHO & WHAT HE REALLY IS AND THAT THEY STILL APPRECIATE HIM AS WHO & WHAT HE IS?!?!?! WHAT. THE ACTUAL. F**K?!?!?! Also: Apparently they know that, once the book disappears, Natsu will vanish aswell (I don't care to know *why* he's still there, I'm just seriously glad he *IS* still there) AND THEY JUST SIT THERE AND LET THINGS HAPPEN?!?! Also also: LUCY LOOKS DISGUSTINGLY CALM EVENTHOUGH THE ONE SHE CARES ABOUT THE MOST COULD'VE BEEN GONE FOREVER!!!!!
I will give it that: Of all the the stuff Makarov or any other character somehow survived, implieing that Mavis and Zeref gave him their energy as they moved on was at least a decent idea for once. Also, the directors managed to make those moments actually somewhat believable by reworking the entire pacing of the manga for the anime. For anyone who has not read the manga, keep it that way, because the anime is a better version in this case.
It's confirmed that Mavis and Zeref transferred their life force into Makarov, which is how he was resurrected. And while I do think he should've stayed dead, if you're going to bring him back, you better do it in an emotional, heartwarming manner, and well, they nailed that.
