Man, I would have loved to read Chuck's take on Captain America. I'm sure it would have been great, and far better than the treatment Marvel has given the character over the past couple decades.
Even though it happened well before Marvel's downfall, turning 50s Cap into a different character was a bad retcon. At face value, the "twist" that it's not really Captain America makes those comics worse in hindsight. They're trying to make everything fit nicely into continuity where it clearly didn't fit. I think Stan Lee said he forgot about the 50s comics when he penned Cap's iconic 60s revival. If you're reading the stories in order, the 40s comics can either branch off into the 50s stories, or into the Silver Age stories. They can't exist in the same canon because modern Cap was frozen during the war. Making 50s Cap into a villain retroactively was also a huge mistake.
I wish the music industry was more ashamed of Snoop Dogg than the comics industry is ashamed of Superman, and Captain America. So self respecting kid wants too buy A 'Snoop Dogg' comic where he punches Trump, or A police man in the face.
A modern-day Captain America story should be Cap leading a team of mundane heroes like Falcon and (real) Hawkeye with SHIELD fighting Marvel's copy of Al-Qaeda.

This sounds cool. I would like to see Chuck on War Machine. He wanted to write him at Marvel. (Iron Man is a pretty socialist free superhero and a truly American character, though the MCU version is lame.) There are some cool things you could do with 50s Cold War Marvel. (But they glossed over Namor flooding NY until the 90s.) A 50s android Human Torch series in an alternate timeline could be cool. Maybe the US and USSR want to copy him to make weapons. Maybe his creator used alien tech. Maybe he and Cap were horrified by what the US did in the wars with Japan and North Korea. Maybe HT goes renegade. I would make Sun Girl (very obscure) a Soviet spy. I don't think she had a full origin. Maybe Namor became convinced humans are a threat and decides to stop them, leading to a final battle with HT. Fun fact: Plastic Man and Captain Marvel had issues in the (awful) Korean War and this Marvel reboot was adjascant to it. Later Marvel had some Vietnam issues. To me, it's not clear if Rogers really would have been as strongly against the Soviets in the 50s, especially after Stalin died in 53. His origin is pretty socialist, he would have been a FDR supporter, and the USSR helped them win the war. A writer could play with this, maybe by giving him a Soviet love interest. Maybe the AW Squad would be investigated. Also, there was Stan Lee's Marvel Boy, who foreshadowed the Silver Age, and the Blonde Phantom from the late 40s and Namora. The Blazing Skull is sweet. (I thought I read Miss America was a popular character.)
Also, Whizzer forms a mutant group and/or Sun Girl or Namor takes him out. Miss America, once an all American darling, also is in this underground mutant group. Bucky joins a proto-SHIELD. Namor takes out Toro. Maybe Cap forms a 1950s Avengers. It's Watchmen in the 50s lol. (I strongly suspect Kirby was a leftist.)

Marvel probably rejected this pitch because there is simply no need to revisit that story; the "cost" of doing all that work to "fix" 50s Cap would outweigh the benefits.
