If you 1 bar the Vampire Lord set its also really good. At stage 4 it reduces cost of all vampire abilities by 20% including the cost of blood for blood and the ultimate. It also increases fire damage but thats why you 1 bar it, you can switch to a defensive bar when needed.

It's true, Vamp has gone through so many different changes over the years. Some patches have been powerful, and others weak. I personally would love to see better stats/buffs at stage 4. Higher risk/high reward. :)
Each stage increases your interaction with npc's, at stage1 its minimal, however at stage 4 its likely merchants wont interact with you and other npc's will say things about your vampirism.
Use the Vampire Skill mezmorize on them and they will talk to you allowing you to buy and sell items from their store. The easiest thing to do is have your own personal merchant or simply go to the Dark Brotherhood sanctum or any Outlaws Refuge and use the vendor there. They don't care if you're stage 4 or not.
Turning Vampire can be a fun change of pace for players, no matter what level you are. And remember you can always cure yourself and go back to normal if you don't like the change. :)
Zos really needs to tweak both vampire and werewolf. Vampire skills are essentially useless outside of maybe a few in niche situations. The passives are the only reason to really run it these days.
That would be fun, however I don't see ZOS doing this. But you never know, there are so many aspects of the game I imagine changes and upgrades for. maybe one day :)
Unless it is game breaking ZOS does not nerf often. They may make small changes to balance items/skills, but over the years Vampire has gone through many iterations.

I really hope this comment is sarcastic but in case it's not, vamp has been nerfed so many times to the point where it hits like a wet noodle in pve making it almost completely useless and it only works on very specific, easy to counter, builds in pvp. It needs a buff not a nerf.
I've been told you can get bite off an NPC, but nah, that's lies. I know an me personally have spent many hours looking for a bite by npc its not real you gota buy it with crowns or players but narly everyone give em free nowadays so just ask around or join a vamp or wolf guild they allways give free
Its always easier to get a bite from a guildie or friend. If anyone ever needs a Vamp or WW bite on PC NA just give me a holler I'll be happy to bite. :)

Vampirism can be contracted by fighting special Bloodfiends which only appear at night and a New moon. The bloodfiends spawn rarely, and only in select locations in one zone for each faction: Bangkorai for Daggerfall Covenant, the Rift for Ebonheart Pact, and Reaper's March for Aldmeri Dominion. It is not necessary to kill the bloodfiend; once bitten, you can run away, allowing other players to contract the disease from the same enemy

I did as a new player, and I find it to be so much fun.
Yes because being a Vampire allows you to blow through The Dark Brotherhood and Thieves Guild quest lines in no time.

Both have had changes over the years, mostly the Vamp skill line. I agree it may be time to tweak them further.

Actually it’s true as I been bit from a werewolf and vampire npc the only bad thing is, is that other players kill them
