Since 1st place (Nick) had as many stars as Brent, he technically wasn't 1st place by a margin large enough that would warrant being excluded. From a competitive perspective it would be unfair if Nick was excluded from a bonus star for being 1st place by 10 coins and Brent in this case wouldn't be even if he has the same number of stars, so it makes sense that 1st place can still get a star from a hidden block if he got the same number of stars as 2nd place.

All 18 options are present in every Hidden Block, but your placement, and your distance from the rest of the pack, determines the percentage of each possible result. There's technically a nonzero chance of each result, because of how picker selection works, but the undesirable results can just be cranked so low as to be essentially impossible. That, or NDCube really did use Hudson's bag of tricks. Originally, Hudson put 2 Hidden Blocks on the board every turn, in random Blue Spaces (one containing a Star, and one containing coins). Getting one would spin that randomizer again, making it potentially possible for all four players to get the exact same Hidden Block on the exact same turn. Since the contents of each block were predetermined, your placement literally did not matter. However, later on, the Star Hidden Block is programmed to sometimes give out an item instead of a Star, if the player who found it is in first. However, it doesn't overwrite the Star, it just adds an extra layer of RNG.
Just a reminder of a mechanic. If multiple people tie for 1st place, then a tiebreaker must occur, so there can't be total cooperation. Some friends must be left behind for the betterment of the others.

Optional: At the end of the game, the player in 1st place gets 2 additional points. Also optional: At the end of the game, each player's star count is added to their score.
Y’all should do this except kind of in a secret Santa format where you all draw each other and try to tie so like say you draw Sophist and he draws Nick, you’d try to tie with Sophist while he’d try to tie with Nick, etc.
