yes and no, it depends on the desired effect for flow you want the bar at the waters surface and for extra oxygenation you want it as you stated 2 inches from the surface also your suggestion would work well for breeding fish that get "turned on" by rain.

Bro it's interesting but I have a doubt I know it might be silly but still a doubt so asking. By doing this will the oxygen be supplied I mean before there was bubbles coming but after converting like this will the water still get ??
Water is made out of oxygen and hydrogen. If there is no oxygen, there is no water there. Air bubbles from the filter/pump is only there for extra water movement for the gas exchange prosess. You dont need any bubbles.

I tried it a year ago, my filter could not balance weight of pvc pipes used and the water would rather flow out(reverse) from air intake pipe

you need to check your filter pumps head room would not recommend this on pumps that have less then 500lph flow

It will work on every filter..but you have to costumize it according to your filter size and it's force

You can use it with any filter.. Just ensure that your pipe perfectly fit to outlet hose of your filter
