One of the reasons I actually like Mr Ditkovitch is because even though Peter doesn’t pay his rent, he never evicts him from the building for it and he even says ‘He is good boy’ meaning that he does care for him a bit.
@Big Head It wasn't seen but, maybe Peter already paid for his rent for his apartment room sometime during the second film where maybe Peter got a reward as Spiderman for saving some lives and was given money for that and Peter gave that money to Mr. Ditkovitch. Then starting at 1:39 must have been a different month for the third film when Peter owed Mr. Ditkovitch rent which is why he called Peter a good boy appreciating that Peter did everything he could to get money ready for paying rent. Plus, he's probably never heard Peter raising his voice and cursing so maybe he felt that Peter wasn't in a good mood at that time and wasn't able to be bothered (when of course it was the symbiote that was controlling Peter).
Well, it makes sense since Spider Sense only works when there is an incoming danger. And seeing that Ditkovich had no intention of hurting Peter, of course it didn't work.
So Mr. Ditkovich isn't featured on any Spider-man comic and had less than 4 minutes of screentime but still ends up being one of the most memorable side characters of all the Spider-man movies combined? He's a legend.

Mr. Ditkovich clearly likes Peter. He knows he’s well mannered and mature. Yea he would like his rent on time but the reason why he’s so patient with the rent is because he would rather have his tenants be Peter than some other random person that could be a nuisance.

He’s just simply being practical in making sure his tenants make effort to keep up on their payments, granted in a very New Yorker style. New York’s a tough city, but it does have its vibe of tough love. The fact that he doesn’t kick Peter out already says enough. He does care for the kid.

Less than 4 minutes of screen-time, yet in our hearts for all eternity.
In that private moment that Ditkovich shared with Ursula after getting yelled at by Peter it really goes to show that he secretly cares for Peter and honestly that’s just so wholesome and adds so much to a character who should not be this memorable/memeable and yet is.
I always loved how Mr. Ditkovich noticed that Peter was going through something because he's used to a quiet and nice guy instead of the one that just yelled at him. He starts to get mad about it but then he really thinks about it and he tells Ursula "he must be in some kind of trouble" might just be me but I love small stuff like that

He was probably doing that as an offer to waive the rent for the month. Some landlords do that if a tenant is struggling. They'll have them do them a favor in exchange for waiving the rest of the month's rent. Mr Ditkovitch may be harsh and blunt, but he does care about Peter
