    About step 4:
I suggest avoiding the cheapest electrical power sellers. They tend not to have a very good history in handling customer service, billing etc. Their products can also have complicated details, which you might not notice at first and make the cost higher in the long term.
More important than from which reputable company you buy your electric power is the type of product and the structure of the pricing you select.
If you have the opportunity to choose and control at what time you use more power, hourly priced products can offer you much cheaper power.
There are many different kinds of power plans with different pricing structures. It might not be the most important thing to study initially. But it's worth learning and becoming a smarter consumer of these products.

Which reputable company do you recommend?

I have no reason to recommend one over another. But perhaps you're asking which are the reputable ones. There are so many. I suggest just ignoring the cheapest ones and reading very very carefully the details in contract. There might be for instance initially a period of very cheap power, but the price can be readjusted fairly soon based on pricing at the electricity market. If you don't notice that, you might have got a false understanding of the longer time price.

I think I could give one additional piece of advice. If you don't have time to study this electric power marketplace, though there are plenty of websites and market participants offering advice and lists of what's available, one could simplify the selection looking just what the local power distribution company has to offer. The actually have two separate businesses, where one is handling distribution and the other is selling power.
You can get reasonable offerings from them and all in just one invoice. Their pricing might not be the most optimal, but close enough if you don't use much electricity. If you have a house where electric heating is the main heating system, then you could save more significant money by looking through other companies offerings and looking at hourly market pricing instead of any fixed or semi fixed pricing.

    Addition to the step 4:
Cheapest initial pricing it's the safest way to choose a company to buy electric power since there are companies with unhealthy business practices.
Here an example of a message which is worth noticing:
"The Finnish Competition and Consumer Agency (KKV) informs that the electricity company 365 Hankinta Oy has misled consumers into paying unreasonable fees by suing them in court. An investigation request has been made to the police."

I would suggest an additional step for those who happen to move to a place where the regional public transport system is using the name Nysse. If that is the case you urgently need to study Sauna and learn to use it in a proper way. Tampere likes to be called the Sauna capital. One could think it as highly impolite to live in Tampere, or some place next to Tampere, and not to be knowledgeable about sauna. It's not part of the border control inspections yet, but still.😊

If you don't think in the terms of buying a sim card but think about buying a starting package for a prepaid plan, which includes a SIM card, it's more understandable. It comes without strong electronic identification and is as the name says prepaid so checking financial stability etc. isn't required.

The correct information is already available on official sources and elsewhere. I see no point repeating what has already been made public.

I would also like to remind of a particular important feature of all social media where interaction with the audience is a built-in feature like the commenting system of TH-cam.
The feature is dialogue. It is intended to enable public dialogue.
It enables "crowd sourcing" knowledge, experiences and views.

Exactly the same way you're contacting her with your question. The Internet has enabled connectivity globally.
      All are available on-line.
For student housing I suggest checking TOAS first. They are the regional student housing foundation in Tampere.
TOAS’ background organisations include local communities and associations.
      - City of Tampere
      - Council of Tampere Region
      - Student Union of Tampere University (TREY)
      - The Students’ Union of - - Tampere University of Applied Sciences (Tamko)
