Theoretically the processor should be 64bit capable. If it has 3GB or less RAM than you could use a 32bit Windows. For better compatibility with older programs a 32bit might be a better option. If the laptop has 4GB or more than a 64bit Windows would be better. Certain newer programs are available only in 64bit version! Older DOS based programs will not run at all under a 64bit Windows. Some programs might be able to use more RAM under a 64bit Windows, thus more speed. I personally would use a 64bit Windows.

You need to boot from a device in order to format all the hard drive, otherwise Windows will not self destruct itself ;)) You could eventually format another partition like D: for example (if there is one). If you format all partitions on that laptop than you still need to install at least an operating system, so you still need a device to boot from.

- Maybe the CMOS battery is too old and it's not able to save the changes, try to replace it ► th-cam.com/video/7nSAd6VTGIs/w-d-xo.html
- probably you could temporarily boot from another source by pressing a hotkey right after powering ON the laptop, try the ESC, F11, F12 keys ► th-cam.com/video/pkuyOrBnZnA/w-d-xo.html

Until Windows is successfully installed leave the USB flash drive in the PC, don't remove it. At the second boot don't press any keys so for the second time it will boot from the hard drive.

I'm not sure if the BIOS of Inspiron 6400 is the same as this one in the video but it should be able to boot from USB or DVD. Windows 10 is free to download, try that one, click the "Download Tool Now" button, that software will download the desired ISO file ► www.microsoft.com/en-us/software-download/windows10
