Holy shit you just threw me down the creepypasta memory lane.
The voice samples in the counting game were 1-bit PCM. It used the internal PC speaker that can only produce square waves (the harsh single-note melodies associated with DOS games) to get around the limitations of computers that had no sound card, albeit with very crusty audio quality. That's why Joel couldn't simply edit the samples with Sound Recorder WAVs, there was programming trickery going on to get those distorted sounds to play through a beeper speaker.

Really low-quality voices like this give me the creeps, but that would be an interesting thing to try.

I would say earlier games didn't do this but...I know that Doom used its own format, WAD, back in the 90's so I guess developers randomly stopped using packages for some time before doing it again?
