Do you have to take the rocker arms off to replace the crankshaft? I don't think you need to but I have never taken apart a small engine

Mine is HARD to START & Wont Start after Tilting to Wash UNDER Deck ( TILT CARB UP / Muffler DOWN )
and Back Fire Through INTAKE .
Thought the Valve is STUCK but Checked is OK
Will Try Tommorow Morning after Silicone SETS,
2021 - UPDATE !!!
Was a BAD SPARK PLUG !!!!!!!!!

When does this need to be done? I just took apart my carb and went through it, is this a necessary adjustment for a used machine from 200*? Thanks if so, please tell me the specs again. Oh, what is the torque spec for the 10mm bolts? Thank you.
