DOLE: Labor contracting still allowed by law

Idiot... there are contractualizations that are legal under the law and therefore it can not be abolished. What if the government wants to build a bridge? You can not just hire all of them as regular employees for that single project. Same with private companies, you can not regularize all employees who are hired to install equipment or machine in one setting. You have to enter into a contractualization.
