As much as the official show was good and all, I liked the oh yeah cartoons too from how Cosmo sounded smarter. But Cosmo was also smart sometimes in the official show as well like that time he figured out of how Timmy had his head switched with the flies to sneak in to others houses to see the fly movie, tried to talk Timmy out of invading Vicky’s privacy and warning him about the consequences of eating just desserts.

They do still keep Cosmo with a falsetto voice, but at least his behavior and dialog are a lot better. Cosmo's voice isn't all that annoying when it's not surrounded by a bunch of other problems.
He was doing a Phil Hartman impression (the guy that played Troy McClure on the Simpsons). Hartman died right after the shorts were made, so continuing to do it was likely considered bad taste
Man old Cosmos's voice in S1-4 was just better. It was sorta high sure but also had a deep tone to it. Later on it just sounds like hes trying to kill his own voice
What's funny is his voice actor still has his voice. It's not anywhere close to destroyed. Julie Kavner, voice actress for Marge Simpson, killed her own voice for 1 role for 40 years.

The only reason I can come up with for the higher voice is that his Pilot voice and Timmy's dad's voice sounded too similar
