U need find the secret palico on top of the tree(u need jump across using rope from the top camp near rathian nest) in ancient forest map, then your palico can use jagras.
yes it does effect him. Most info suggest it shortens his dragon breath and others say it knocks him out of enraged. As far as him not being elder doesn't really matter cause he's also HR50 and that's reserved for Tempered Elders. unrelated but we also have a low rank elder in the game so it seems they do what they want. But even Gaijinhunter mentioned Elderseal had some kind of small effect. I have no data take what I say with a grain of salt but i'd do more research cause when the most respected MH youtubers speak ppl tend to listen.

My build is shown at 7:08. I use that set for every Deviljho weapon, with minor tweaks depending on the weapon.
