Homeless Emperor was literally just a homeless guy with the Power of God, of course he'd have a bad matchup against anyone with high regen (a power which Amai Mask also possesses). Also Metal Bat didn't defeat Sage Centipede. Like, I'm certain that at his strongest Metal Bat beats AM, but that AM's baseline is stronger than MB's.

Keep in mind the issue with dealing with Metal bat is keeping him down. Dude just keeps getting back up. Zombie Man is actually very intelligent, meaning you not only have to fight his powers, but him changing up on you. That said, Amai being mid rank is probably pretty accurate. That said, S rank is kind of murky on how they do it. For example, way back during Boros' arc, we see Darkshine tell Xenos to back off Takamaki "Because she'll kill you." And yet told Takamaki to do the same to King because "He'll kill you." While the reader knows that King isn't actually that strong, he's ranked 7 while Takamaki is ranked 2. So my guess is that strength isn't what dictates rank. My guess is popularity comes into consideration, as well as willingness to commit to other areas. Hell, Watchdog Man has routinely been shown to be disturbingly powerful, to the point where he easily dispatches Garou early on, has the lowest crime in his district, and was the first to deal with his district's monster association problems. That said, he refuses to move from it. But if we went by strength alone, i'd say he's probably a match for even Atomic Samurai or maybe even Bang before retirement. So i'd say S-rank is more a mix between "Popularity, Power, and Reliability". Blast is likely the only hero who gets by on power and perhaps popularity alone, as we see he's definately worthy of his title as the Hero Association's best, but is pretty unreliable.

Honestly I don’t think or at least see Amai mask defeating metal bat and zombie man. Keep in mind the issue with dealing with Metal bat is keeping him down. Dude just keeps getting back up.
Zombie Man is actually very intelligent, meaning you not only have to fight his powers, but him changing up on you.
That said, Amai being mid rank is probably pretty accurate. That said, S rank is kind of murky on how they do it. For example, way back during Boros' arc, we see Darkshine tell Xenos to back off Takamaki "Because she'll kill you." And yet told Takamaki to do the same to King because "He'll kill you." While the reader knows that King isn't actually that strong, he's ranked 7 while Takamaki is ranked 2. So my guess is that strength isn't what dictates rank. My guess is popularity comes into consideration, as well as willingness to commit to other areas. Hell, Watchdog Man has routinely been shown to be disturbingly powerful, to the point where he easily dispatches Garou early on, has the lowest crime in his district, and was the first to deal with his district's monster association problems. That said, he refuses to move from it. But if we went by strength alone, i'd say he's probably a match for even Atomic Samurai or maybe even Bang before retirement.
So i'd say S-rank is more a mix between "Popularity, Power, and Reliability". Blast is likely the only hero who gets by on power and perhaps popularity alone, as we see he's definately worthy of his title as the Hero Association's best, but is pretty unreliable.

Honestly I don’t think or at least see Amai mask defeating metal bat and zombie man. The reason why is because metal gets stronger the longer the fight last and he almost got Gorou in his fight if it wasn’t for his sister and for zombie man his regeneration ability is insane and it was confirmed the only way to defeat zombie man was by putting him in a meat grinder and shredding him into minced meat 😅.
