I'm a big fan of the IC-2000 rubberized glue. As it is opaque black, it's easy to see where you've put it, unlike clear superglue. It's not brittle like regular superglue, and forms a strong bond.
I tell you something the world's best glue to put mini magnets on plastic minis is Bob Smith Industries "Insta Cure+" super glue, it's amazing, nice and liquid and cures fast. The only way to get it to Europe is either direct order via BSI, or via Hobby King to Europe, you may get lucky from Amazon and Ebay sellers to Europe though.

This product works on non-porous surfaces so I would say yes.
Can this be used to close up a rubber tube hole?
I’ve never personally tried it, but given the strength of the glue, couldn’t hurt to try it.

Is it a special accelerant, or the same thing you'd use for standard super glue?
Same accelerator that you would use for normal superglue. :)
Should wear a mask , that accelerator is the worst chemical we get to play with in the hobby.
