I think she has participated in both The Voice and Romania's Got Talent. I believe she was among the finalists in both of these shows. Anyway, I think to look at the opportunities abroad would be wise, because Romania is too small for a talent like Rianna. I don't think it's a problem to participate in American Idol as a foreigner. Another possibility is, if she has her own music, to send a Demo to a record label. I know that Sony Music has that option, at least I know their branch here in Sweden offers that.
