The garrison at Tobruk included soldiers, sailors and airmen from Australia (who made up most of the forces), the United Kingdom, New Zealand, Canada, India, South Africa and Rhodesia.
The Commander of the Garrison their was an Australian Head master

Where are the Free French Forces who help the British to retreat? French contained Italian and German forces at Bir Hakeim which permitted to the British to reorganize and counter attack. Without the help of French General Koenig and his French Polynesian, North Africans and French troops, which were few compared to Rommel's forces who were ten times their size, British and Australian couldn't have win the war in North Africa.
Free French Forces in years from 1940 to 1942 were fighting in syria and central africa and most of them were garrisoned in their former colinies they still got under control and Number of Free French Troops which participated in North African Campaing was too low to be significant. In fact, free french troops in North African campaing fought as part of British divisions as well as Free Polish and many other exiled nations volunteers. From later 1943 to 1945 Free French troops fighting alongside Allied Troops got big enough to form their own divisions (Not counting in colonial troops in central africa, other french colonies)
And no, british and commonwealth troops outnumbered axis forces for nearly whole North African Campaing, in early 1942 British Army alone got 3 times more equipment than germans, with superior tanks as were Grants Crusaders, Matildas and in late 42' Shermans as part of Lend-Lease program. Most signifant change was when General Bernard Law Montgomery took command of Commonwealth forces in North Africa, he was capable General who was able to learn and counter Rommel's Strategy (Not as Field Marshal Auchinleck, Field Marshal Wavell or General Akexander which were skilled and experienced generals but werent capable to fight rommel and were deprived of command by Premier Churchill till General Montgomery was assigned and fullfiled his duty)

Btw Egypt wasn't a British protectrate in WWII . It was independent but they signed a treaty before the war to be Britian's ally if a new world war occurred.
