The only idea that comes to my mind is (maybe) sub emitters but other than that i have not clue how to achieve the splashing effect since the rain can be a simple particle with 1 axis scaled.

The main difference is that I have no game and/or character to interact with particles. Particles should interact with mouse movement only, so mouse cursor is my character. Is it possible? Yes, sub emitters after raindrops is a good idea
