50% of affinity via kills by weapons go to warframe. So if you typically get twice the amount of kills on a frame that kills with weapons than a frame that kills with abilities your better off just putting it on the frame that kills with weapons.
Kinda, because it's based on the affinity each individual item gets. If all the affinity is going to your Warframe (ie you're killing with your warframe, playing solo) a lens on your weapon will do nothing.

This doesn't answer the most obvious question. If you have a different Lens on items, lets say Frame has Madurai and your Primary has Vazarin, do you get the bonus from all of them or not? Or do you at least get the passive bonus that affects the Frame?
this reply is 2 months late but for anyone else that reads this, the lens converts a % of the affinity the item gets, which means it relies on how you get affinity from different sources, for example, if you have a zenurik lens on your warframe, a madurai lens on your melee and primary and you kill an enemy with the melee, half of that affinity will go to your melee, the other half will go to your warframe. while if your friend kills an enemy and you're in affinity range, 25% affinity will go to your warframe, while the rest is split evenly between your weapons.
