Warhammer Age of Sigmar is the "sequel" of sorts to the old Warhammer Fantasy universe, which got blown up and turned into the new Age of Sigmar universe (called the mortal realms). Its a whole different universe from Warhammer 40000, though the chaos gods are the same.
The woman you see resurrecting constantly is a Stormcast Eternal. She died fighting the beasts at the beginning, and the Storm God/Order God Sigmar took her soul and basically used it to turn her into a super-soldier. The big skeleton you see after she dies the first time is Nagash, the god of death. He thinks every soul is his to use, and so he's mad at Sigmar for stealing souls to make the Stormcast Eternals.
The rat faction are the Skaven. They were villains in the old fantasy world, and are now villains in the new Mortal Realms. They are part of chaos and are creatures of the Great Horned Rat, the ascended chaos god of Ruin. He is not in Warhammer 40000 yet.
The skaven live in their own pocket realm called Skavenblight--basically a continent sized giant city of rat people. What happens in this trailer is the Skaven, through all sorts of schemes and magical devices, have brought their entire realm Skavenblight into the mortal realms--the Vermindoom. This is a pretty big disaster, and it has forced Sigmar to send the oldest Stormcasts of the Ruination chamber to fight the Skaven. That's why the lady at the end has storm eyes--she has been reforged so many times that she has lost most of her humanity, and can only be reforged a couple more times before she loses it completely, but she must fight on.
Age of Sigmar is its own thing in Warhammer. It has a lot less sci-fi and really emphasizes the craziest fantasy stuff that they can create. They took the old fantasy world and cranked up the magic to 1000. Its a lot of fun.

So, Warhammer Fantasy is a separate setting from Warhammer 40K. It shares elements with 40K, such as the Chaos Gods and Orks.
The two factions you see here are the Stormcast Eternals and the Skaven.
The Stormcast are warriors chosen by Sigmar, a Barbarian King turned Storm God. When they die, they return to a place(Valhalla, I think?) and will return to the mortal world to fight. Every time this happens, a Stormcast Eternal loses more and more of themselves until they are but hollow shells.
The ratmen are the Skaven. The Skaven were created by the Great Horned Rat, a lesser Chaos God. They are a cutthroat society that has built a massive underground empire that seeks to one day conquer the surface world. If it wasn't for the Skaven's tendency to betray each other and their own cowardice, the Skaven could actually dominate all the other factions.
