Hi, they do have buses that go from Santo Domingo to Cabarete. You have to go to the bus station, though. If you don't mind driving, your best option is renting a car at the airport-- that's what we did and drove up to Cabarete. The highway is well-paved, so it's an easy drive. We booked our car rental online ahead of time and used Hertz. The drive is also very scenic; you'll drive along a winding road heading up a mountain.
