It depends. If your visa is also expiring, I’ll say you should apply to renew your visa. But if your visa is valid beyond 2024 and it’s just your BRP expiring, I think you should apply for the eVisa then.

I believe you do. The account you created then most likely has your previous brp. But you can still use the same email to create the new account, that’s what I did
