The funny thing, a consumer is forced to pay all this cartels, look at your monthly bill and you will find you even pay for rural retification the project that is supposed to be financed by the government through tax collection.
For me, the logic of paying more if one uses more is justified. Those in the middle to higher income brackets who can afford air conditioning, heaters and the rest of the appliances, will not struggle to pay the bills as it will be a lower percentage of their income and therefore, their bills need not be subsidized. On the other hand, those who need the electricity for lighting and other menial electric loads are most likely on the lower income brackets and thus, can benefit from the subsidized rates.
