If Vader wanted to make adjustments and remove these limitations, he 100% would have and I'm absolutely sure that Sidious knew this was a possibility too Personally, I think Sidious putting Vader in that horrible suit was a lesson for Vader, that he can't recklessly jump into situations like he had when he tried to get the high ground, and that the limitations would help him not only be more cautious and collected, but also could help him have something to focus his rage on, which makes him far more dangerous than pre mustafaar Vader, who sure could rush in and be an overwhelming opponent with his blind rage, but was also much more susceptible to making mistakes and exposing his weaknesses (which is why Kenobi cut him up). Being put in that suit really was the best thing to happen for the sith lord, because now his only weakness is speed and agility, which if you're a guy like Kal Kestis, running is the only chance you've got to make it out alive. Also, Sidious deserves a shit load of credit for Vader's power level and really was a good sith teacher, because if he had given Vader Grievous-like cybernetics, Vader would have surely made another mistake like he had on mustafaar.
