This is because the snow legion was in the game before the snow biome and was in the game, I think even before the wall of flesh or hardmode, and was the only enemy to shoot bullets at the time.

I mean, fact #5 just means you can use an encumbering stone to only get fishing catches and not enemy drops, like if you had summons protecting you and were grinding a fishing item
1:48 Can't you get bait from looting worm cans from chests? You should be able to open them to get worms (unless they just fall off because of the encumbering stone) and then you can hold onto them until you get the Angler to move in and if you use the worms to get Angler quest he will give you more bait, if you only use bait to do Angler quests for a while you will have enough of the quest reward bait to begin fishing without issues. You can't get the content of crates still, which is unfortunate because you could get life crystals from them, but there may still be something useful to fish up for your encumbering stone challenge.
@@Dr_Lovekaffe You don't need access to the mechanic though. You can use wire spawned in the world. Grab a pressure plate, a crab/bird statue (for the engine), a slime statue and some lava (or other way to automatically kill slimes) and you're golden.
