    I am surprised that the plastic is still sticky, after all this time. However, if it is, the best way to deal with it, is to peel back the whole thing & leave some of it attached for re-alignment. You can then clean the contacts & stick it back down. You can do it in two parts. You can peel up the top while cleaning the top contacts, then reapply it, and do the same with the bottom half. I think that would work better than cutting up small pieces, that could potentially come loose, over time.
    The rubber boot can be removed. It is not glued. It's just stuck between the bottom and a plastic retaining ring. That makes a slot, where the boot can fit. You can slide the boot toward the center, and it can be coaxed loose. With the boot removed, you can even deform the retaining ring slightly & get it loose, if you want to clean it. Afterward, you can coax the retaining ring back, then nudge the boot back into place, by pinching it & threading it back, in a circular pattern.
