If i remember correctly, just place the bracket on first(start with the middle bracket, i believe), placed the flare on, hold it in place. It's easier to have a second person holding it while you put the nut on. Don't tighten the nuts until you have them all in place so you can position the flare in the proper place. It's been awhile, but I believe that's what I did.

Believe me, I'm glad there isn't more rust. Here in the Pacific Northwest, we have a lot of rain, but our vehicles tend to last longer.
