It's pretty disappointing how limited the access is. Utah could do a lot better with public water access laws. This is the site I used to find utah lake access locations, though nowadays I usually take my boat and leave the walk-in places to people that don't have that option. utahlake.org/access-points/
Yes, it is legal. Cut the air bladder and leave them in the water (not on the bank as they will stink and it's considered poor form). I spoke with a DWR warden after a day out there and told him I was just cutting them and throwing them back and he just said "Alright, just doin your part then, huh?"

I haven't been out since last Monday. I bet they are out there, though. It seemed like they turned back on pretty quick after the last cold weather.
Any tips on where to go/how to access? The couple times I’ve tried I only get a couple and walk through 2 miles of mud and brush to get there.

@@bobcassel2598 well that is what I will do then. I’ve thrown them on shore before but would rather not leave a bunch of dead fish all over the bank.
