How to adjust and correctly use the 3PL on a Fordson Major

Please tell me on my Fordson Super Major...why it can't hold in rise position? There is no neutral position ...It is either up or down.

What drive is coming off the side of the PTO up to top of the axle?

That is the engagement lever for the Rasied PTO. I have another video on the Rasied PTO if that helps.
